Ageless The Snake

Hello out there all you forum goers. I would like your advice on an upcoming story idea involving a giant snake.

As some of you know I have an npc villain named Ageless. He is a snake of unknown age or species. He always appears larger than the characters, he has broken spears, arrows, even blades stuck in the back of his dark green scales and his only 'good' eye is blind. I've done my best to make him equal to the dragons of fantasy stories that terrorize villages, the type of monster adventurers set out to slay.

I'm planning to have Ageless terrorize some countryside or village that doesn't see a lot of foot traffic in an effort to encourage players to rp there. My question is where would be a good place to use Ageless for this end? And yes, he can terrorize more than one area if needed, even though he won't be too mobile in ic winter.
